DA starts rice importation

THE government may start to import rice by March this year but only a third of the total rice importation in 2010, an official of the Department of Agriculture (DA) said on Monday.

National Food Authority (NFA) Administrator Angelito Banayo said that they are hoping to start importation of the additional rice stocks before the lean season in July, adding that the targeted arrival of the commodity can only be achieved if the bidding could be done by March.

“We have to do the tender before the typhoon season comes in. Generally, within the first four months of the year because the supplies have to arrive before August,” Banayo said.

Banayo said that they expect to come up with the actual figures on the planned importation by next week.

The official noted that the Department of Finance, through the Fiscal Incentives Review Board, has yet to approve the NFA Council’s recommendation for us of the Tax Expenditure Fund (TEF) for rice importation.

The TEF will be used by the private sector for the importation of some 600,000 metric tons and 60,000MT by small farmer cooperatives.

He added that the NFA would import an additional 200,000MT through public bidding.
Banayo assured the public that there would be sufficient supply for this year, adding that the NFA will import just enough rice to ensure the 30-day buffer stock.

The NFA is required to keep a 30-day food security buffer for rice, especially during the lean months of July to September.

As of February 25, the country’s rice supply stands at 3.195 million MT, which is enough for the next three months.
